Mark Carney’s speech at the World Economic Forum made an impact. The prime minister cheered some allies, and annoyed Donald Trump, with his comments that a “rupture” in global affairs means smaller nations will have to stand together against the bullying tactics of superpowers. “We know the old order is not coming back,” he warned.
