Ukraine called on Europe to swiftly nominate an envoy for potential peace negotiations with the US and Russia, saying any talks without Kyiv’s involvement would be “dangerous.” Following a meeting of European leaders in Paris, UK Prime Minister Keir Starmer urged President Donald Trump to offer Ukraine security guarantees alongside Europe as part of a potential deal. A growing number of leaders in the bloc, under pressure to ramp up military spending, are said to be warming to the controversial option of joint debt. European bonds fell and shares in defense companies rallied. US markets were closed for the Presidents Day holiday.
