Ugandan lawmakers passed controversial legislation with harsh penalties for entities and individuals receiving foreign funding without clearance from the East African government.

The Protection of Sovereignty Bill was passed late Tuesday despite strong resistance from the opposition. It sets out a fine of 2 billion shillings ($530,000) for organizations and a 10-year prison term or heavy fines for individuals flouting the law by “engaging in economic sabotage.”
