Canadian Prime Minister Mark Carney is on the cusp of securing a majority government as voters head to the polls Monday in special elections to fill three vacant seats, with the Liberals favored to win at least two of them.

The defection of lawmaker Marilyn Gladu from the Conservatives to Carney’s Liberals last week brought his party’s seat count to 171 in the House of Commons. A majority is 172.
