EU Talks Advance to Let Ukraine Buy UK Arms via €90 Billion Loan

The EU and UK are looking to move to formal negotiations over Britain’s participation if Hungary stops blocking the loan following its election on Sunday, the people said, requesting anonymity to discuss the preliminary talks. The conditions would include the UK making a financial contribution, they added.
