After years of seizing up when volatility surged, Europe’s market for stock offerings appears to be powering through this time — at least for now.

The continent had the strongest quarter for equity capital markets transactions excluding rights issues in the last four years, driven by multibillion-dollar deals, according to data compiled by Bloomberg.
