Carney’s Tory Rival Pledges to Cancel High-Speed Rail Project

The rail line, called Alto, is one of the highest-profile “major projects” that Carney has promised to build. His Liberal government has said the first section, planned to connect Montreal and Ottawa, will start construction by 2030.
