More than 20 states are legally challenging the Trump administration’s decision to roll back a landmark scientific determination that greenhouse gases threaten human health, which underpins various federal climate rules.

California, New York and Massachusetts were among the states that filed the petition in the US Court of Appeals for the District of Columbia on Thursday. The overwhelming majority of the participating states have Democratic governors. Nearly 20 US counties, cities and territories also joined the suit.
