Greer met with Chinese officials in Paris earlier this week to prepare for a since-postponed summit between Trump and his counterpart Xi Jinping. There, he said he stressed the consequences for Beijing if the narrow passage continues to be effectively blocked. China is the biggest user of oil passing through it.
