Wealthy Miami Beach real estate developer Jeffrey Soffer had been pushing to build a towering water park alongside his historic Fontainebleau Hotel. Many of his neighbors couldn’t have imagined a worse idea — and pushed back hard.

Now, thanks to language tacked on to a major land-use bill by a Florida state lawmaker, Soffer is about to get his way.
