In Roxbury, New Jersey, a suburban township about 40 miles west of New York City, the mayor and the entire town council are Republicans.

Yet the community is locked in a bitter fight against one of President Donald Trump’s signature immigration initiatives: the administration’s plan to convert a warehouse there into a federal detention center.
