The EU Emissions Trading System, which covers more than 10,000 facilities owned by manufacturers and power producers, has come under intense pressure from heavy industry for raising energy costs and contributing to plant closures. The cap-and-trade program, which is scheduled for reform later this year, was a key topic at an informal summit on Thursday.
