Somalia’s federal lawmakers are debating amendments to the country’s provisional constitution in a bid to complete a long-delayed charter that would redefine how power is shared in the conflict-scarred Horn of Africa nation.

Lawmakers late Monday concluded discussions on Chapter Four, which lays out proposed changes to Somalia’s federal system, including relations between the central government and regional states and how authority is divided between the two.
