Kosovo Top Court Extends Deadlock in Ruling Over Parliament

Kosovo’s top court prohibited the country’s lawmakers from continuing with parliamentary business, extending a political stalemate that’s left the Balkan nation unable to form a new government seven months after an election.
The Constitutional Court in Pristina said parliament’s inaugural session wasn’t properly adjourned after lawmakers refused to elect an ethnic Serb as the body’s deputy speaker, a step that’s required before a new cabinet can be appointed.
