Chancellor of the Exchequer Rachel Reeves is drawing up plans for another overhaul of Britain’s planning rules amid frustration on Downing Street at a lack of progress around a policy seen as crucial to boosting economic growth.

Prime Minister Keir Starmer has complained to colleagues and suggested a new planning bill, which is now being pushed by Reeves, according to people familiar with the matter who did not want to be named discussing internal conversations.
