This week at a luncheon in New York filled with CEOs and investors representing a big portion of Brazil’s economy, Sao Paulo Governor Tarcisio de Freitas looked and acted like someone seeking higher office.

Freitas gave the keynote speech on Tuesday at an event hosted by Citibank in New York’s Museum of Modern Art. The 49-year-old spoke fluently about Brazil’s fiscal policy and challenges — a performance viewed by many attendees as his debut as a potential presidential candidate.
