India’s government has picked management consulting firm Kearney’s India executive Vikas Kaushal to lead state-run refiner Hindustan Petroleum Corp Ltd., according to a government statement seen by Bloomberg News.

A committee of the federal cabinet approved the oil ministry’s proposal to name Kaushal as chairman and managing director of the refiner — a rare external hiring at the top level for any state-owned firm. Kaushal will be appointed for five years, after approval from HPCL’s board.
