Proparco Reviews Hospital After Detention Reports

France’s development agency is reviewing the admission processes of a Ugandan for-profit hospital it funds, following a Bloomberg News report that found facilities in low-income countries had detained or turned away poor patients.

C-Care IHK in Kampala denied emergency care to some people who were unable to put down a deposit and refused to discharge others who couldn’t pay their bills, according to people with direct knowledge as well as documents seen by Bloomberg. Via its parent company, Ciel Healthcare, the hospital has received millions of dollars in public funding from development banks including France’s Proparco and the World Bank.
