European Union leaders suspended a summit to decide who to nominate at the helm of the EU’s executive, after failing to reach an agreement following all-night talks in Brussels. Agreeing on a candidate for that post is a key piece of the puzzle that includes all of the bloc’s other top positions, including Mario Draghi’s successor at the European Central Bank.
