European Union leaders bickered until the early morning hours Friday over who’s going to lead the bloc’s key institutions before giving up and calling an emergency summit for later this month to try and find a deal.
At stake is oversight of monetary policy for the euro area and regulation of the vast single market stretching from the Arctic circle to the Mediterranean.
