The Obama administration, which has spent years trying to erect barriers against financial crises, faces fresh turmoil in Greece and Puerto Rico with few politically feasible tools and an even smaller appetite to intervene.
The combination explains why the administration is signaling that not all emergencies warrant bailouts, at least not by the U.S. government.
