U.S. carriers collected $3.4 billion last year in luggage fees. But Brazil’s consumer laws ban charging for the first two bags, weighing up to 70 pounds each, on flights to and from the South American nation, even on foreign airlines. If you’re flying on Delta Air Lines, for example, it’s only $75 per bag for up to eight more suitcases—less than half what you’d pay in the U.S.
