Eleven years into the war on terror, al-Qaeda’s crippled leadership now makes more YouTube videos than bombs. Yet terrorism is as pervasive as it was in 2008. The most active groups are now in Yemen and West Africa. They’ve struck more often but with less effect, targeting their fellow countrymen more than Westerners.
