Guantánamo Is Still Open

Jan. 22, 2009: Obama issues an executive order that Guantánamo “shall be closed as soon as practicable, and no later than one year from the date of this order.”
Dec. 31, 2011: Obama signs HR 1540, which allows, for the first time, U.S. citizens suspected of terrorist activity to be detained at Guantánamo indefinitely.
